Since 2002 the Franklin Conservation District with grant funding from the Washington State Conservation Commission, has worked with Dairy Farmers to meet legislatively mandated deadlines for approving and certifying Dairy Nutrient Management Plans.
There are currently 12 active dairies in Franklin County, all of which have certified dairy nutrient management plans. The FCD continues to work with all of the dairies to assist in the implementation of best management practices designed to insure the protection of ground and surface waters.
Overall the District has overseen the distribution of over $155,000 in cost-share for dairy farms to assist them with the installation of required components outlined in their plans.
On April 1st 2004 the District received authorization to utilize its existing funding to assist with writing waste management plans for other livestock operations. The FCD is committed to providing livestock producers in Franklin County with Free technical assistance. The FCD is a non-regulatory agency that works cooperatively with landowners to promote voluntary and economically feasible solutions to environmental problems.
What is the Purpose of a Nutrition Management Plan?
The plans are designed to prevent contaminated waste water discharge to surface waters; prevent migration of contaminates from the dairy facility to the underlying aquifer; agronomically recycle the livestock nutrients produced through the soil and crops to the fullest extent; and meet the requirements of The Clean Water Act, and comply with Federal, State and local laws regarding water quality standards.
